
Leaseholders recently received a letter from the Corporation dated 28 March 2025 titled Golden Lane Estate: Leaseholder Concerns Around Future Billing and Rechargeable Major Works (see letter in full here).
GLERA have responded as below. They are also writing to Leaseholders via the Corporation outlining plans to set up a GLERA Leaseholder Working Party. The first meeting will be on Tuesday 27 May @ 7pm in the Sir Ralph Perring Centre.

Leaseholder concerns around future billing and rechargeable Major Works

We write in response to your letter dated 28 March 2025 addressing Golden Lane Estate: Leaseholder Concerns Around Future Billing and Rechargeable Major Works.
Whilst we appreciate that a legal opinion has finally been shared, we do not understand why it has taken so long to provide. Please refer to our email of 15 October 2024, as published on the GLERA website: https://glera.co.uk/why-the-delay-in-providing-legal-opinion/
Residents have been told via the Resident Liaison Group (RLG) that an elemental cost plan (not actual costs) was provided to the Corporation’s Legal team in May 2024. Was this cost plan referenced when providing the legal opinion? Could GLERA please be provided with that detailed cost plan? (With the full understanding that the expansion of the project means the scope of works has not yet been finalised).
We note that Leaseholders will not be expected to pay for Decanting and all associated internal staffing costs. However, we would like clarification regarding additional staffing costs: for example, Comm Comm or any other communications team. Much of their work will involve communicating with residents about the decanting process.
Finally, we would appreciate some insight into how the Corporation would like to progress. Is this now purely a legal matter or is there scope for negotiation in light of the widely recognised underinvestment and neglect of the estate and the manifold delays caused by negligence (failure to register HRB status for example) or historical incompetence?
