GLE major works renewal programme | cuthbert harrowing

Dear Resident,

You should have recently received a letter from the Major Works Team about the plan for Golden Lane Estate over the next 10 years, which was sent out last month. We thought that now would be a good time to write to you with an update on Cuthbert Harrowing House specifically.

The proposed works are intended to ensure the safety and good thermal performance of the building. They are also required to maintain its long-term condition. As the works will require planning permission and other formal approvals, they are not yet finalised and some elements remain subject to consultation and review.

In summary, the proposed scope of works includes:

  • Refurbishment and repair of window frames, along with the replacement of existing glazing
  • Replacement of blue colour glass and incorporation of fire cavity barriers where required
  • Addition of insulation to lower ground floor storage area soffit
  • Installation of mechanical ventilation within flats
  • Installation of new fire safety systems, including smoke detection and residential water mist suppression within each individual property
  • Replacement of roof coverings and improvements to insulation
  • Upgrades to electrical infrastructure, including new mains power supplies to each individual property and improved lighting to communal areas
  • Essential fire safety measures, including fire-rated flat entrance doors and fire stopping
  • General building fabric repairs and redecoration
  • Works to telecommunications, access control systems and communal services

PUBLIC CONSULTATION
Ahead of submitting a planning application, we will be holding a public consultation for residents, which will take place within the next 6 weeks. This will provide an opportunity for you to review the proposed works in more detail, ask questions directly to the project team, and provide feedback.

DROP-IN SESSIONS
We will be holding a series of informal drop-in sessions where you can meet the project team and ask any questions you may have about the project. All sessions will be held in the Main Hall, Golden Lane Community Centre:

  • Friday 24 April 2025, 9:30–11:30
  • Thursday 21 May 2025, 16:30–18:30
  • Friday 19 June 2025, 10:30–12:30

PROGRAMME OF WORKS
Subject to approval, the programme for the proposed works at Cuthbert Harrowing House is as follows:

  • We hope to have the “show flat” at 2 Bayer House available for viewing by XX
  • Informal resident consultation event: May 2026
  • Resident consultation on proposed planning and listed building application: July 2026
  • Planning application submission: September 2026
  • Planning and listed building consent decision expected: November – December 2026
  • Tender process (including Section 20 consultation with leaseholders): January 2027 -July 2027
  • Contractor mobilisation: September – October 2027
  • Construction works commence: November 2027 – January 2028
  • Construction works complete: March 2029

These dates may be slightly different to those published on the Golden Lane projects website and in your recent correspondence from the Major Works Team. That is because we have now built in some extra time for resident consultation and feedback.  We have calculated this will not affect the overall expected completion of the project at Cuthbert Harrowing House.
