
GLE Renewal Board January 2026 Update
The GLE Renewal Board is in place to oversee and support the delivery of the 10-year programme of Housing improvement works on the Golden Lane Estate. The Board meets monthly and membership includes residents nominated by GLERA, Councillors, and officers of the Corporation. It is chaired by Councillor Anthony Fitzpatrick.
The Board consist of the following members, Adam Hogg, Ceri Wilkins (Deputy), Sarah Gillinson, The Chair of Glera and 1 tenant and 1 leaseholder. COL Officers are Peta Caine (Director of Housing), Wade Gregory (Head of Major Works) and Judith Finlay (Executive Director Community and Children’s Service).
The Board agreed to circulate an update on key areas for discussion after each meeting. The Board heard evidence of good progress being made. The January update is as follows –
1. The Board is delighted to know that the Planning application for Crescent House is being submitted on 23 January 2026. The next key activity will be for the works to be tendered in May. This is a major step forward in delivering the programme for Crescent House specifically. The design work for Cuthbert Harrowing House is also being progressed at an accelerated pace, in line with the programme shared with residents last April and May.
2. Members of the Board will be reviewing the Major Works Renewal Programme in February.
3. Good communication with residents is key given the scale of major building works being undertaken. The Board discussed feedback on the new communication partner Concilio and we are planning to do a deep dive into understanding the sort of communication residents need and want.
4. Residents will be aware that they may be required to temporarily move out of their homes in the future to enable the window repairs and refurbishment. This will not take place for at least 2 years and will be staggered in phases. Board Members were reassured that officers are starting to plan for this important part of the programme.
5. The Board also received three initial discussion papers, which explored the following:
- The possibility of window replacement instead of window repair for certain blocks on the estate
- The possibility of progressing a separate roof covering replacement programme on the estate, alongside the planned Major Works Renewal Programme
- Consideration of resident engagement and decanting as part of the programme
6. We received feedback that there was concern about the quality of repairs to the roof at Basterfield House. We received an update that Elkins, a specialist roofing company are being contracted in to support any needed temporary roofing repairs which to protect your homes until the permanent replacement is in place.
7. The Board also heard that work is currently underway to understand how future service charges will be calculated. This activity is focused on exploring the principles by which leaseholders will make contribution to the major works.
8. Finally, we heard that recruitment is underway for the team that will lead this programme, under the guidance of Housing colleagues Greg Wade and Peta Caine.
